US PEACE ENVOYS TO VISIT ISRAEL, SAUDI ARABIA, EGYPTS NEXT WEEK FOR TALKS
Jared Kushner and Jason Greenblatt reportedly seeking input on when to launch Trump peace plan, ideas on resolving Gaza crisis
By TOI STAFF - June 12, 2018 - White House special adviser Jared Kushner and US Middle East envoy Jason Greenblatt will reportedly travel to Israel and other Middle East countries next week for talks with regional leaders on when to present a Trump administration peace plan, as well as to seek ideas on resolving the humanitarian crisis in the Gaza Strip. The tour comes amid a nadir in relations between the United States and the Palestinians, with the Palestinian Authority refusing to speak to Washington over the US recognition of Jerusalem as Israel’s capital and the subsequent relocation of the US embassy to the city last month.

Channel 10 television, citing a senior official in Washington, reported Tuesday that Kushner and Greenblatt will visit Israel, Egypt, Saudi Arabia, and other unspecified countries to discuss the Trump peace plan. No meetings with Palestinian officials have been scheduled so far. But the US official, who was not named in the TV report, said that if the Palestinians show willingness to meet the pair of US envoys, the American team would be open to a meeting. Kushner — who is US President Donald Trump’s son-in-law — and Greenblatt are also looking for ideas on solving some of the remaining issues in the peace plan, the official said. Trump wants to lock down the right timing to present the plan and is interested in feedback from neighboring countries, the official said. Prime Minister Benjamin Netanyahu met with Jordan’s King Abdullah in Amman Monday, ahead of an expected visit by top White House officials seeking to lay the groundwork for the release of an Israeli-Palestinian peace plan. The trip to Amman by Netanyahu was only disclosed by the Prime Minister’s Office after he
returned to Israel Monday evening. It was their first publicly confirmed such meeting in four years.
“The king and the prime minister discussed regional developments and advancing the peace process and bilateral relations. Prime Minister Netanyahu reiterated Israel’s commitment to maintaining the status quo at the holy sites in Jerusalem,” Netanyahu’s office said in a statement. Attending the Monday meeting was Mossad chief Yossi Cohen, Netanyahu’s military attache Eliezer Toledano, his Chief of Staff Yoav Horowitz, a representative from the National Security Council and the prime minister’s top economic adviser Prof. Avi Simhon. ABBAS TO PUTIN: WE REFUSE TO COOPERATE WITH U.S. MEDIATION
PA chairman reiterates he can no longer accept the U.S. as mediator in peace talks, as Trump tells Putin it's time to work on peace.

Palestinian Authority (PA) chairman Mahmoud Abbas told Russian President Vladimir Putin on Monday he could no longer accept the role of the United States as a mediator in talks with Israel because of Washington’s behavior, Reuters reported. “We state that from now on we refuse to cooperate in any form with the U.S. in its status of a mediator, as we stand against its actions,” Abbas told Putin at the start of talks in Moscow.
The PA chairman said he wanted an expanded new mediation mechanism to replace the Middle East Quartet. “For instance, ‘the quartet’ plus some other countries like the model used to achieve the deal on Iran,” Abbas said, referring to international talks about Tehran’s nuclear program.
Abbas reacted in anger in December when U.S. President Donald Trump recognized Jerusalem as Israel’s capital and set in motion the process of moving the U.S. embassy from Tel Aviv. Following Trump's Jerusalem move,Abbas declared that he would "no longer accept" any peace plan proposed by the United States. He is due to speak at the United Nations Security Council on February 20, where he is expected to respond to Trump's recognition of Jerusalem. Despite Abbas's refusal to have the U.S. involved in the peace process, Putin said at the start of the meeting with Abbas that he had spoken by phone with Trump about the situation between Israel and the PA.
"I just spoke with American President Trump," Putin was quoted by the Russian TASS and Interfax as telling Abbas before holding talks behind closed doors. "Obviously we spoke about the Israeli-Palestinian conflict." Hours after the meeting, the White House confirmed a phone call had taken place, saying that Trump had told Putin that now is the time to work toward a peace agreement between Israelis and Palestinians.
Last month, after Trump's recognition of Jerusalem, Putin said he was "deeply concerned" by the move and warned that such a measure “can block possible paths to peace in the Middle East.” The Russian leader has in the past expressed a desire to host an Israeli-Palestinian summit to revive the talks but nothing has materialized yet in this regard.Abbas has continuously chosen to impose preconditions on talks with Israel rather than heeding Prime Minister Binyamin Netanyahu's call to negotiate. U.S. Special Representative for International Negotiations, Jason Greenblatt, and President Donald Trump's son-in-law and senior adviser, Jared Kushner, are due to arrive in the region next week in an attempt to move the American peace initiative forward, Channel 10 News reported on Tuesday. According to the report, the two will visit Jerusalem, Cairo and Riyadh as they prepare to present the Trump administration’s peace plan. It was also reported that the two are interested in hearing final ideas before the plan is completed and are searching for suitable timing for the publication of the plan.
However, it remains difficult to see how the Americans will make such a plan public in the near future, as the Palestinian Arabs continue to boycott them. Palestinian Authority (PA) chairman Mahmoud Abbas has refused to consider the Trump
administration an honest broker for peace negotiations with Israel since Trump’s recognition of Jerusalem as Israel’s capital last December. PA officials have repeatedly rejected the Trump administration’s peace proposal, claiming it has been coordinated with Israel. Kushner and Greenblatt do not intend to stop in Ramallah during next week’s visit, nor have

According to a statement from the White House, the four had a productive discussion about the efforts of the United States to promote peace in the Middle East and to meet humanitarian needs in Gaza. They also discussed recent actions at the United Nations. Kushner and Greenblatt are scheduled to visit the region next week with stops in Jerusalem,
Cairo and Riyadh as they prepare to present the Trump administration’s peace plan. The two are not scheduled to visit Ramallah or meet any Palestinian Authority (PA) officials, as PA chairman Mahmoud Abbas has refused to consider the Trump administration an honest broker for peace negotiations with Israel since Trump’s recognition of Jerusalem as Israel’s capital last December.
PA officials have repeatedly rejected the Trump administration’s peace proposal, claiming it has been coordinated with Israel. A U.S. administration official involved in formulating President Trump's peace plan told Arutz Sheva this week that for now, there is no deadline for presenting the plan. "The peace plan will not be presented unilaterally. We are still far from the moment we will bring it to the sides, because at the moment there is only one side that is dealing with us in intensive dialogue," the official said. The European Union is trying to gain a foothold on the issue of the peace talks between Israel and the Palestinian Authority (PA), as the United States prepares to present its peace plan. According to reports in Europe, Britain is initiating a conference of European and Arab foreign ministers with President Donald Trump's son-in-law Jared Kushner, in which the Americans will be presented with those countries’ expectations from the U.S. peace plan.
The initiative is led by British Foreign Secretary Boris Johnson, while the U.S. administration is not enthusiastic about the British initiative, the reports said. Kushner and Trump’s and Special Representative for International Negotiations Jason Greenblatt are scheduled to visit the region this week with stops in Jerusalem, Cairo and Riyadh as they prepare to present the Trump administration’s peace plan.

UN CHIEF SAID TO SLAM ISRAEL, LIBERMAN OVER GAZA IN NEW REPORT

Document mandated by Security Council Resolution 2334, blocked for months by US and not yet public, reportedly also condemns Hamas, accuses defense minister of inflaming situation
By TOI STAFF - June 18, 2018 UN Secretary General Antonio Guterres has circulated a document that severely criticizes Israel over violence on the Gaza border and singles out Defense Minister Avigdor Liberman for making what are described as “inflammatory” comments, according to a report Sunday. The report from Guterres, which has not yet been made public, also warns that Gaza is on the brink of another war with Israel and slams Hamas for encouraging violent protests on the border fence, according to Israel’s Channel 10 news, which obtained a copy of the paper.
The document was mandated by UN Security Council Resolution 2334, which passed in December 2016 and focused mainly on demanding an immediate halt to all Israeli settlement construction in the West Bank and East Jerusalem.
UN spokesman Stephane Dujaric confirmed to The Times of Israel that “Guterres’s] report as requested by resolution 2334 is due to the [Security] Council this week.” He refused to elaborate on the content of the report. [...] The border protests peaked on May 14, when some 40,000 Gazans protested along the fence and violent clashes took place between troops and Palestinians. The protest came on the same day that the US opened its embassy in Jerusalem.
Protesters have hurled grenades, improvised explosives and rocks at soldiers, burned tires and flown hundreds of incendiary kites and balloons into Israeli territory, sparking dozens of fires daily that have destroyed thousands of acres of fields and nature preserves. NEW COLUMBIAN PRESIDENT OPEN TO MOVING EMBASSY TO JERUSALEM

The newly elected Colombian president said recently he would be open to moving the country’s embassy to Jerusalem, potentially becoming the fourth country, and third from Latin America, to do so. Conservative Ivan Duque won just over 54 percent of the vote, beating out leftist rival Gustavo Petro’s, who took 41.7% with nearly all the votes counted, electoral authority figures showed Sunday. On May 16, Duque said at a campaign event that if elected he would not rule out “the possibility of placing the diplomatic seat in Jerusalem.” The comment, made at an event with local churches, garnered cheers and applause at the time. IN LIEU OF DIALOGUE. HAMAS IS PLAYING WITH FIRE
Both Israel and Gaza seem to want to keep the conflagration under control, but it's a dangerous game that could lead to all-out war

The drums of war are again beating in Gaza. Blasts from the Israeli Air Force’s strikes echoed almost throughout the Strip early Monday, while again alarms blared on the Israeli side of the fence shortly after 4 a.m. Three rockets were launched, one of which landed inside Gaza.
It is like a bad movie that the viewers — Israelis and Palestinians alike — are forced to watch over and over, and whose dire ending, barring any unexpected development, everyone already knows. The military says it struck nine targets associated with Hamas and other terror groups. Among them were a structure belonging to Hamas’s maritime forces that Israel has already blasted many times, a training facility for Hamas’s military wing, and a weapons manufacturing facility. MINISTER BLASTS PRINCE WILLIAM FOR LISTING OLD CITY AS PALESTINIAN IN ITINERARY
Ze'ev Elkin says Jerusalem has been Israel's capital for 3,000 years, calls on those arranging royal visit to change the official document

Much of the international community does not recognize Israel’s 1980 annexation of East Jerusalem, where the Old City is located.

Jerusalem Affairs Minister Ze’ev Elkin criticized Britain’s Prince William for listing his upcoming tour of the Old City of Jerusalem as part of his trip to the Palestinian territories, rather than to Israel. The royal itinerary, published last week by Kensington Palace, had raised some eyebrows in Israel, as it implies that the palace considers the Old City to be located in the “Occupied Palestinian Territories.”
“It is regrettable that in Britain they chose to politicize the royal visit,” Elkin said, according to the Ynet news site. “United Jerusalem has been the capital of Israel for 3,000 years and no distortion in the tour itinerary can change that reality.”
According to the itinerary for the June 24-28 regional visit, William — also known as the Duke of Cambridge — will travel first to Jordan, followed by Israel on June 25-27. On June 27, “the program will shift to its next leg – the Occupied Palestinian Territories” and on June 28 Prince William — the second-in-line to the throne — will receive a “short briefing on the history and geography of Jerusalem’s Old City from a viewing point at the Mount of Olives,” Kensington Palace said. William is expected to visit the Temple Mount, the Church of the Holy Sepulchre, and the Church of John the Baptist, as well as the Western Wall, all of which are located within the Old City, according to unconfirmed reports.
